On May 20, 2013, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce, initiated an anti-dumping investigation on imports of graphite electrodes of all diameters from China.
The products subject to investigation are classified under the following HS codes: 8545.1100, 8545.1900, 3801.1000, 3801.9000, 8311.9000, 8535.4010, 8545.1100, 8545.1900, 8545.9090 and 8547.1090.
On June 12, 2014, the Indian authorities extended the time for completing the investigation up to November 19, 2014.
On November 19, 2014, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce & Industry, issued its final findings and recommended the imposition of a definitive anti-dumping duty on imports of graphite electrodes originating in China.
On February 13, 2015, the Indian Ministry of Finance issued the Customs Notification imposing this definitive anti-dumping duty (Notification No. 04/2015-Customs (ADD), 13.02.2015). The amount of the definitive duty ranges from USD 278.19 to USD 922.03 per metric ton, depending on the producing and exporting companies. This definitive duty is effective for a period of five years.
