On February 12, 2014, the Indonesian Safeguards Committee started a safeguard investigation on imports of I and H sections of other alloy steel (WTO Document, G/SG/N/6/IDN/25, 13.02.2014).
The products subject to investigation are classified under the following HS codes: 7228.7010 and 7228.7090.
The investigation was initiated following an application for safeguard measures lodged on January 15, 2014 by PT. Gunung Garuda.
On January 19, 2015, the Indonesian authorities decided to impose a definitive safeguard measure on imports of alloy steel products classified under HS codes 7228.7010 and 7228.7090 (Regulation of the Ministry of Finance of the Republic of Indonesia No. 12/PMK. 010/2015). The rate of the duty is 26% during the first year, 22% during the second year and 18% during the third year. This definitive safeguard measure entered into force on the day of enactment of the resolution, i.e. on January 21, 2015, and is applicable for a period of three years. According to the UN Comtrade database, China, South Korea, Singapore and Malaysia are the affected trading partners taking into account the GTA threshold of USD 1 million trade flows. However, Malaysia is part of the list of countries that are not subject to this safeguard duty (Annex to Regulation of the Ministry of Finance of the Republic of Indonesia No. 12/PMK. 010/2015).

On 18 August 2017, the Indonesian Anti-Dumping Committee (KADI) initiated a sunset review of the safeguard duty imposed on imports of the subject good. This follows the application lodged by PT Gunung Garuda.

On 4 January 2018, the Indonesian authorities issued Decree Number 2/PMK.010/2018 extending the definitive safeguard duty on imports of I and H sections of other alloy steel. The rate of duty between 21 January 2018 and 20 January 2019 is 17,75%. The rate of duty between 21 January 2019 and 20 January 2020 is 17,50%. The rate of duty between 21 January 2020 and 20 January 2021 is 17,25%. A number of developing countries are exempt from the measure.
