On 16 April 2014, the EC announced a reduction or elimination of customs duties on goods originating in Ukraine. It is part of the Association Agreement between the two jurisdictions which shall come into force on 1 January 2016.
The measure distinguishes two groups of goods:
Nevertheless, the trade liberalizing effect is mitigated by the safeguard clause in article 5 that allows for an reintroduction of normal tariffs in the case of Ukrainian products threaten to cause difficulties to European Union producers.
More than 1000 tariff lines are affected by either the elimination or the tariff rate quota. The list of affected products is based on the actual exports to the EU.
Additional agricultural products like beef, dairy products, eggs, pork, poultry and wheat are subject to individual tariff rate quotas. (related measures)
The measure was going to expire at latest on 1 November 2014.
Update on 1 November 2014:
With regulation 1150/2014, the European Commission extended the reduction of import duties until 31 May 2015. This amendment to the initial regulation came into force on 2 November 2014.
