In February 2022, the National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce awarded a financial grant to support the deployment of broadband infrastructure in Guam.

Financial grant

On 25 February 2022, the U.S. Department of Commerce National Telecommunications and Information Administration (NTIA) announced awarding a financial grant worth approximately USD 12.8 million to support the deployment of broadband infrastructure in Hagatna, Guam. The project will be undertaken by the Government of Guam Department of Administration in partnership with the internet service provider (ISP) companies PTI Pacifica Inc. (IT&E) and TeleGuam Holdings, LLC (Guam Telephone Company (GTA)).

The total cost of the project is approximately USD 12.9 million. The ISPs of the project will be responsible for the deployment of the internet service.

This financial support is granted under the NTIA’s Broadband Infrastructure Program. Under the program, grants will be awarded to partnerships between a state or political subdivisions of a state, and providers of fixed broadband service to make affordable high-speed internet available to all Americans. Together with this current award, the Department of Commerce announced 13 grants totalling more than USD 277 million. DOT announced the Notice of funding opportunity for the Broadband Infrastructure Program in May 2021 (see related state act).

Local sourcing

On 25 February 2022, the National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce announced awarding financial support for the deployment of broadband infrastructure in Hagatna, Guam that is subject to buy American requirements. The financial support will be in the form of a grant with a total value of approximately USD 12.8 million. For this financial support, local sourcing requirements apply. Specifically, awardees under this federal grant are required to provide a preference for the purchase, acquisition, or use of goods, products, or materials produced in the United States.

The project will be undertaken by the Government of Guam Department of Administration in partnership with several internet service providers (ISPs). According to the project description, “The Guam Broadband Infrastructure Program project is a middle-mile and last-mile broadband deployment in the territory of Guam that is designed to bring qualifying broadband to 10,000 unserved households across the region.”

This financial support is granted under the NTIA’s Broadband Infrastructure Program.  Together with this current award, the Department of Commerce announced 13 grants totalling more than USD 277 million.
