On March 28, 2014, the Eurasian Economic Commission (according to Decision Nr. 5) initiated an anti-dumping investigation concerning steel seamless pipes, used for drilling and operation of oil and gas wells (tariff lines 7304 22 000 1, 7304 22 000 2, 7304 22 000 9, 7304 23 000 1, 7304 23 000 2, 7304 23 000 9, 7304 24 000 1, 7304 24 000 2, 7304 24 000 3, 7304 24 000 4, 7304 24 000 5, 7304 24 000 6, 7304 24 000 9, 7304 29 100 1, 7304 29 100 2, 7304 29 100 3, 7304 29 100 9, 7304 29 300 1, 7304 29 300 2, 7304 29 300 3, 7304 29 300 4, 7304 29 300 9, 7304 29 900 1, 7304 29 900 9 of the Commodity Nomenclature of the Customs Union) originating the People's Republic of China and imported into the common customs territory of the Customs Union of Russia, Belarus and Kazakhstan.
With Decision No. 101 of 18.08.2015 of the Collegium of the Eurasian Economic Commission were introduced the following definitive anti-dumping duties for a period of 5 years:

  • Hunting Energy (Wuxi) Co. Ltd. (Lot No. 48, Phase 5, Shuo Fang Industrial Park, New District, Jiangsu Province, 214142 Wuxi City, China): 12.23 of the customs value;
  • Shanghai Hilong Drill Pipe Co., Ltd. (No. 1825-1, Luodong Road, Baoshan District, Shanghai, China); Nantong Hilong Steel Tube Co., Ltd. Decision No. 101 of 18 August 2015 of the Collegium of the Eurasian Economic entered into force on 23 September 2015. The Eurasian Economic Union membership consists of Armenia Belarus, Kazakhstan, Kyrgyzstan, and Russia. 

On 13 May 2020, the Eurasian Economic Commission initiated a sunset review of the antidumping duty imposed on the subject good from China. This follows the application lodged by Chelyabinskiy Truboprokatnyi Zavod PAO (Челябинский трубопрокатный завод), Pervouralsk New Pipe Plant (Первоуральский новотрубный завод), Volzhsky Pipe Plant (Волжский трубный завод), Seversky Pipe Plant (Северский трубный завод), Taganrog Metallurgical Plant (Таганрогский металлургический завод), Sinara Pipe Plant (Синарский Трубный Завод) and TMK-Kaztrubprom (ТМК-Казтрубпром).

On 27 April 2021, the Eurasian Economic Commission issued a notice extending the definitive duty imposed on imports of seamless steel pipes used for drilling and operation of oil and gas wells from China following the conclusion of the sunset review. The regulation/notice/law extending the definitive duty entered into force on 27 May 2021.
