In April 2013, Kenya's state-run Leather Development Council reported that the government had doubled the export tax on raw hides and skins, from 40% to 80% of the Free On Board (FOB) value, in a bid to prevent scarcity on the domestic market. In addition, the Veterinary Department now levies an additional 2% of the FOB value for the Veterinary Services Development Fund.
