Anti-dumping

On October 23, 2009, the Colombian Ministry of Commerce, Industry and Tourism decided to initiate an anti-dumping investigation on imports of plastic-base blenders with plastic vessel (capacity up to two liters) and up to 500 watts power regardless of spreed from China (Resolution 0459, 23.10.2009).
 
The products subject to investigation are classified under the following HS code: 8509.4010. The complaint was lodged on September 28, 2009 by Sociedad GROUPE SEB COLOMBIA S.A. on behalf of the Colombian domestic industry. The investigation started on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on October 27, 2009.
 
On December 10, 2009, the Colombian Ministry of Commerce, Industry and Tourism decided to extend up to February 1, 2010 the investigation period before deciding whether to implement a provisional anti-dumping duty or not (Resolution 548, 10.12.2009).
 
On January 29, 2010, the Colombian authorities decided to impose a provisional anti-dumping duty on imports of plastic-base blenders with plastic vessel (capacity up to two liters) and up to 500 watts power regardless of spreed from China (Resolution 028, 29.01.2010). The amount of the provisional duty imposed on imports of those blenders from China is the difference between the FOB declared by the importer and the reference FOB set at 9.89 USD per piece. The duty is due only if the FOB declared by the importer is lower than this reference FOB. This provisional anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on February 3, 2010.
 
On July 2, 2010, the Colombian Ministry of Commerce, Industry and Tourism decided to terminate the anti-dumping investigation on imports of plastic-base blenders with plastic vessel (capacity up to two liters) and up to 500 watts power regardless of spreed from China without imposing a definitive anti-dumping duty. This decision led to the removal of the above-mentioned provisional anti-dumping duty. This decision entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on July 7, 2010.
