With Order 398-p of March 19, 2014 the Russian Government approved a plan to promote the domestic production of cutting-edge technical equipment.
 
The content of this state measure is in line with that introduced on the onset of the 2008 global financial crisis 'Concept of long-term socio-economic development of the Russian Federation up to 2020', which has the goal to strengthen the position of Russia on the world markets. As such, this plan is further addition to the industrial policy measures taken in recent years.
 
Concretely, the following broad future measures (with no further details disclosed apart from the responsible state body) are planned to be implemented in the period 2014-2022:

  • Creation of federal executive bodies and public organisations, facilitating the introduction to the principles of best available technologies;
  • Development of principles for best available technologies and an action plan ("Roadmap") for their implementation;
  • Adoption of legal acts and normative-technical documents on the subject;
  • Implementation of stimulus measures for the production of modern technical equipment, according to the principles of the best available technologies;
  • Implementation of pilot projects based on the best available technologies in the regions. 

The GTA will provide additional coverage, when more information concerning the implementation acts becomes available. The reference to stimulus measures could include subsidies, tax incentives, and public procurement.
