Rossiyskaya Gazeta, an official newspaper of the Russian Government, Issue 6339 of 25 March 2014, reports that till the end of the second quarter of 2014 the Ministry of Agriculture will submit to the government a draft concept containing measures to support the domestic agro producers and processors on the basis of a procurement mechanism. The Director of the Department of agrifood market regulation, fisheries, food and processing industries of the Ministry of Agriculture, Mr Mikhail Orlov, has explained that this state measure is necessary due to the Russia's WTO membership. Concretely, the Russian Government has undertaken the responsibility to re-allocate state support funds targeting direct agricultural support (in WTO terminology the so-called 'amber box') to the so-called 'green box', which does not affect or affects minimally the level of agricultural trade and production. In the latter case, the WTO member is exempted from the obligation to reduce its state support falling under the category of the 'green box'. Mr Orlov also clarified that the new state support mechanism will be able to indirectly stimulate the Russian farmers.
