In July 2021, the Brazilian government approved the imposition of new export licensing requirements on syringes and sodium chloride solution.

Export licensing requirement

On 26 July 2021, the Brazilian Integrated Foreign Trade System (SISCOMEX) published Exportation Notice N° 028/2021 announcing the imposition of export licensing requirements on new types of syringes, needles, and sodium chloride solution classified under NCM 3004.90.99, 9018.31.11, 9018.31.19, and 9018.32.19. The measure entered into force one day following its publication, namely on 27 July 2021. 

Specifically, the new export licensing requirements affect the following products:

  • 0.9% sodium chloride solution, in a vial/ampoule with a volume equal to or less than 10 ml (classified under NCM 3004.90.99)
  • Syringes, needleless, made of plastic, with a capacity of 1 ml (classified under NCM 9018.31.11)
  • Syringes, without needle or with 22Gx1″, 23Gx1″ or 24Gx3.4″ needles, made of plastic, with a capacity of 3 ml (classified under NCM 9018.31.19)
  • Stainless steel hypodermic needles of 22Gx1″, 23Gx1″ or 24Gx3.4″ dimension (classified under NCM 9018.32.19)

The inclusion of these products into the list of goods subject to export licensing requirements is founded in SECEX Ordinance 16/2020 adopted on 18 March 2020 that amended SECEX Ordinance 19/2019 that regulates the goods subject to export licensing requirements (see related state acts).

This measure was introduced in response to the Coronavirus outbreak and complements other similar measures adopted by the government in response to the pandemic (please, see related state acts).
