On 21 August 2013, Colombia's Ministry of Commerce, Industry and Tourism adopted Decree no. 1789 suspending the preferential margin scheme stipulated in the ACE no. 59 agreement and instead introducing a temporary import quota on soy originating from Brazil. The preferential margins are part of the Economic Complementation Agreement no. 59 (ACE No. 59) with Ecuador, Argentina, Brazil, Paraguay and Uruguay.
Decree no. 1789 establishes the following measures:
The measure came into force with its publication in the Official Gazette of 22 August 2013 (edition 48.890) and lasts until 22 November 2013.
