Import quota

On 11 September 2013, Colombia's Ministry of Commerce, Industry and Tourism adopted Decree no. 1962 suspending the preferential margin scheme stipulated in the ACE no. 59 agreement and instead introducing temporary import quotas on Argentinian oils. The preferential margins are part of the Economic Complementation Agreement no. 59 (ACE No. 59) with Ecuador, Argentina, Brazil, Paraguay and Uruguay and have already been suspended once, in April 2013, in favor of import quotas (see 'Related Measures').

Decree no. 1962 establishes the following measures:

  • Suspend, during a period of 21 months, the application of the tariff preference established under the ACE no. 59.
  • Introduce an import quota, equivalent to an annual volume of 6,267,180 kilos for HS code 1507.9090, and 12,012,026 kilos annually for HS code 1512.1910. For the Argentinian oils imported under this quota shall be subject to the preferential margin established in the ACE no. 59.

The measure came into force with its publication in the Official Gazette no. 48.910 on 11 September 2013.
