Anti-dumping

On February 24, 2014, the European Union decided to extend the application of a definitive anti-dumping duty on imports of electrolytic manganese dioxides (i.e. manganese dioxides produced through an electrolytic process), not heat-treated after the electrolytic process, originating in South Africa. The rate of this definitive duty is 17.1% for all South African exporters.
This definitive duty entered into force on March 1, 2014. The products subject to duty are classified under the following HS code: 2820.1000. This duty follows an expiry review initiated on 12 March 2013 following an application lodged on 11 December 2012 by the companies Cegasa Internacional SA and Tosoh Hellas A.I.C.
 
The original anti-dumping investigation was launched by the European Commission on December 21, 2006. The complaint was lodged on November 10, 2006 by Tosoh Hellas AIC, representing more than 50% of the EU production of electrolytic manganese dioxides. On September 17, 2007 the European Union decided to impose a provisional anti-dumping duty on the products under investigation. The rate of this provisional duty was 14.9%. This provisional duty entered into force on September 19, 2007 for a period of six months. On March 10, 2008 the European Union decided to impose a definitive anti-dumping duty on the products under investigation. The rate of the duty was 17.1%. This definitive duty entered into force on March 14, 2008.

On 1 March 2019, the definitive duty imposed on imports of certain manganese dioxides from South Africa was terminated. The duty was terminated as it was set to expire unless extended by way of a sunset review.
