Anti-dumping

On November 11, 2013, the Brazilian authorities decided, after having conducted an expiry review, to continue the anti-dumping duty on imports of padlocks (except for bicycle, motorcycle and notebook padlocks) from China (Resolução No. 95, 11.11.2013). The products subject to the duty are classified under the following HS code: 8301.1000. The amount of this definitive duty is 3.56 USD per piece. This definitive anti-dumping duty entered into force on November 13, 2013 for a period of five years. This duty follows an expiry review requested by the Brazilian companies Papaiz and Pado on August 15, 2012. A review was then initiated by the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade on November 13, 2012 (Circular No. 61, 13.11.2012). The review started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on November 14, 2012. The original anti-dumping duty entered into force on December 29, 1995 (Portaria Interministerial MICT/MF nº 24, 28.12.1995). This duty was then extended on December 4, 2001 (Resolução No. 38, 28.11.2001) and on November 14, 2007 (Resolução No. 51, 23.10.2007).

On 13 November 2018, the Brazilian authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from China. This follows the application lodged on 13 July 2018 by Assa Abloy Brasil Indústria e Comércio Ltda., Pado S.A. Industrial, Comercial e Importadora and Stam Metalúrgica S.A. The duty will remain in force for the duration of the review.
