In November 2013, the government of Brazil initiated a new anti-dumping investigation and a provisional duty was imposed in April 2014. In October 2014, a definitive duty was imposed. The definitive duty was terminated in October 2019.

Anti-dumping

On November 14, 2013, the Secretary for Foreign Trade of the Brazilian Ministry of Development, Industry and Foreign Trade decided to initiate an anti-dumping investigation on imports of seamless steel tubes of external diameter equal to or less than 141.3 mm but more than 3 mm (irrespective of the inner diameter) from China (Circular No. 70, 14.11.2013). The products subject to investigation are classified under the following HS codes: 7304.5119, 7304.5911 and 7304.5919. The complaint was lodged by Vallourec Tubos do Brasil S.A. on July 31, 2013. The investigation started on the day of the publication of the circular in the Federal Official Gazette of Brazil, i.e. on November 18, 2013.

On April 11, 2014, the Brazilian authorities decided to impose a provisional anti-dumping duty on imports of seamless steel tubes from China (Resolution No. 30, 11.04.2014). The amount of duty ranges from USD 759.56 to USD 811.13 per ton, depending on the exporting company. This provisional duty entered into force on the day of the publication of the resolution in the Federal Official Gazette of Brazil, i.e. on April 14, 2014, and is applicable for a period of six months.

On October 29, 2014, the Brazilian authorities decided to impose a definitive anti-dumping duty on imports of seamless steel tubes from China (Resolution No. 95, 29.10.2014). The amount of the duty is USD 908.59 per metric ton. This definitive duty entered into force on the day of the publication of the resolution in the Federal Official Gazette of Brazil, i.e. on October 30, 2014, and is applicable for a period of five years.

On 30 October 2020, the Brazilian authorities terminated the definitive duty on imports of certain seamless steel tubes from China. The duty was terminated as it was set to expire.
