In November 2013, the government of Australia initiated a new anti-dumping investigation and a definitive duty was imposed in November 2014. In February 2019, a sunset review was initiated and the definitive duty was extended in October 2019.

Anti-dumping

On January 8, 2014, the Commissioner of the Australian Anti-Dumping Commission initiated an anti-dumping investigation on imports of flat-rolled products of alloyed steel plate, commonly referred to as quenched and tempered steel plate, from Finland, Japan and Sweden (Anti-Dumping Notice No. 2014/01).
The product subject to investigation is classified under the following HS code: 7225.40.00 and 7225.99.00. Goods of stainless steel, silicon-electrical steel and high-speed steel, are excluded from the goods covered.
The complaint was lodged on November 20, 2013, by Bisalloy Steels Pty Ltd.
 
On April 24, 2014, the Australian Anti-Dumping Commission extended the time granted to issue the Statement of Essential Facts (Anti-Dumping Notice No. 2014/36).
 
On May 19, 2014, the Australian authorities decided to impose a provisional anti-dumping duty on the products under investigation (Anti-dumping Notice No. 2014/42, 19.05.2014). The rate of duty imposed on imports originating in Finland is 15.4%. The rate of the duty imposed on imports originating in Japan is 26.1%, at the exception of the company JFE Steel Corporation whose exports are subject to a duty of 18.0%. The rate of duty imposed on imports originating in Sweden is 13.6%.
 
On July 21, 2014, the Australian Anti-Dumping Commission further extended the time granted to issue the Statement of Essential Facts (Anti-Dumping Notice No. 2014/60).
 
On August 27, 2014, the Australian Anti-Dumping Commission issued the Statement of Essential Facts (SEF Report No. 234). It decided to modify the provisional duty imposed on imports of quenched and tempered steel plate from Finland, Japan and Sweden (Anti-Dumping Notice No. 2014/78). The modified rate of the provisional duty is 10.8% on imports originating in Finland and 26.1% on imports originating in Japan, at the exception of the company JFE Steel Corporation whose exports are subject to a duty of 24.5%. The modified rate of the provisional duty imposed on imports originating in Sweden is calculated using a combination fixed and variable method (for details, see Table 2 'Revised preliminary provisional measures' of SEF Report No. 234, p. 8).
 
On October 10, 2014, the Australian Anti-Dumping Commission extended the time granted to issue the Final Report (Anti-Dumping Notice No. 2014/102, 10.10.2014).
 
On November 5, 2014, the Australian authorities imposed a definitive duty on imports of the investigated goods (Anti-Dumping Notice No. 2014/123). The rate of duty imposed on imports originating in Finland is 10.8%. The rate of the duty imposed on imports originating in Japan is 26.1%, at the exception of the company JFE Steel Corporation whose exports are subject to a duty of 24.5%. The rate of duty imposed on imports originating in Sweden is 9.6%.

On 11 February 2019, the Australian authorities initiated a sunset review of the definitive antidumping duty imposed on imports of quenched and tempered steel plate from Finland, Japan and Sweden. The good subject to review is expanded to include the following HS code subheadings: 7225.40.00 and 7225.99.00. This follows the application lodged on 22 January 2019 by Bisalloy Steels Pty Ltd.

On 4 October 2019, the Australian authorities extended the definitive duty imposed on imports of the subject good from Finland, Japan and Sweden following the conclusion of the sunset review. The rate of duty on imports from Japan is 25.8%. The rate of duty on imports from Sweden is 58.6%. The rate of duty on imports from Finland is 58.6%. The duty entered into force on 5 November 2019.

Anti-circumvention

On August 19th, 2015, the Commissioner of the Australian Anti-Dumping Commission initiated an anti-circumvention investigation on imports of flat-rolled products of alloyed steel plate commonly referred to as quenched and tempered steel plate, not in coils, not further worked than hot-rolled, of widths from 600mm up to and including 3,200 mm, thickness between 4.5-110 mm (inclusive), and length up to and including 14 metres, from Sweden (Anti-Dumping Notice No. 2015/98, 19.08.2015).
This investigation follows suspicion that the definitive anti-dumping duty imposed on November 5th, 2014 on imports of quenched and tempered steel plate from Finland, Japan and Sweden might be circumvented (see related intervention).
The products subject to investigation are classified under the following HS codes: 7225.4000 and 7225.9900.
The complaint was lodged on July 24th, 2015 by Bisalloy Steels Pty Ltd., the sole domestic producer of the subject goods.

On November 27th, 2015, the Commissioner of the Australian Anti-Dumping Commission decided upon the termination of the anti-circumvention investigation initiated on August 19th, 2015 (Anti-Dumping Notice No. 2015/140, 27.11.2015). For more details, please see Anti-Dumping Notice No. 2015/140.
