Anti-subsidy

On December 12, 2013, the European Commission announced the initiation of an anti-subsidy investigation on imports of certain filament glass fibre products from China (Notice No 2013/C 362/05). The products subject to investigation are classified under the following HS codes: 7019.1100, ex 7019.1200 and 7019.3110. Those goods are chopped glass fibre strands (of a length of not more than 50 mm), glass fibre rovings (excluding glass fibre rovings which are impregnated and coated and have a loss on ignition of more than 3 %) and mats made of glass fibre filaments (excluding mats of glass wool). The complaint was lodged on October 28, 2013 by the European Glass Fibre Producers Association (APFE) on behalf of producers representing more than 25% of the EU production of the subject goods.

On December 16, 2014, the European authorities decided to impose a definitive countervailing duty on imports of certain filament glass fibre products originating in China (Commission Implementing Regulation (EU) No 1379/2014). The rate of the duty ranges from 4.9% to 10.3% of the net free-at-Union-frontier price, depending on the company. This duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 367), i.e. on December 24, 2014.

On 17 December 2019, the European Commission initiated a sunset review of the countervailing duty imposed on imports of the subject good from China. The investigation follows the application lodged on 19 September 2019 by the European Glass fibre Producers Association.
