On 5 September 2013, the Government of Vietnam through Decree No. 102/2013/ND-CP issued new regulations for foreigners working in Vietnam. All work permits issued before the Decree takes effect shall remain valid and do not need to be re-registered. The Decree comes into effect on 1 November 2013.

Labour market access

Employers must annually submit a report of their needs for foreign workers for the year to the Chairman of the local People's Committee, also detailing the functions which Vietnamese employees are not able to perform. The Chairman will issue an approval for every position where the employer is allowed to recruit an expatriate. Maximum term of a work permit is 2 years, which can be renewed.
