Public procurement localisation

The Ministry of Industry and Trade of the Russian Federation has prepared (according to Rossiyskaya Gazeta, an official newspaper of the Russian Government, Issue 6224 of 5 November 2013) a draft decree forbidding to Russian state bodies to buy vehicles of foreign origin. 
With Decree Nr 656 of 14 July 2014 were approved the concrete types of vehicles falling within the scope of this ban, including bulldozers, cranes, motor cars, public and special purpose transport vehicles. As purpose of this state measure is stated "protection of the internal market of the Russian Federation, development of the national economy and support of the Russian manufacturers".
Exceptions to the rules are made for Belarus, Kazakhstan and Armenia as Member States of the Eurasian Economic Union.
