In February 2009, the government of Russia announced a change in import formalities.

A new road charge for the EU Member states, Switzerland and Turkmenistan was introduced as of 1 February 2009 by the Government Decree #1007 (dated 24 December 2008.) Other foreigners and Russians are not subject to increased duties, which apply to vehicles over 3.5tones (tracks).
In principle this decree affects the commerce of 29 countries. However, due to some bilateral arrangements, in May 2009 Russiareduced the list of countries affected by the road charge. Thus, from 20 May 2009 on, only 15 countries are affected by the road charge, the size of charge remains the same (approx. 10 Euros per day or 385 rubles). This measure was initiated by the Russian Transport Ministry in order to collect money on reconstruction and maintanance of the Russian roads.
