Labour market access

With decree 1694- of September 19, 2013, the Russian Government approved a list of 201 foreign educational organisations (a decrease of 11 compared to 2012) of 23 countries whose documents for earned qualifications and (or) educational degree are recognised on the territory of the Russian Federation. 
 
The condition for inclusion of educational organisations in the list is past or current presence in the top 300 of the following academic rankings: the Academic Rankingof World Universities, QS World UniversityRankings) and The Times Higher Education WorldUniversity Rankings.
 
In the explanatory note of the legal act is stated that a diploma for earned qualifications or an educational degree will be recognised in compliance with a simplified scheme without any additional procedures. With the introduction of the new migration measure, the Russian Government has the aim to attract highly qualified specialists to work in the Russian Federation.
