Safeguard

On August 5th, 2013, the Colombian authorities decided to initiate a safeguard investigation on imports of iron or non-alloy steel bars and wire rods (Resolution 0185, 05.08.2013).
The products subject to investigation are classified under the following HS codes: 7214.2000 and 7213.1000.
The complaint was lodged on June 7th, 2013 by Acerías Paz del Río S.A. and Diaco S.A.
Resolution 0185 was published in the Official Journal of the Republic of Colombia on August 9th, 2013.
According to the UN Comtrade Database, in 2012 the following countries exported goods classified under HS code subheadings 7214.20 and 7213.10 to Colombia with a trade value over the GTA threshold of USD 1 million: Mexico, Turkey, Trinidad and Tobago, Brazil, Spain and the United States of America.
 
On October 8th, 2013, the Colombian authorities decided to impose for 200 days a provisional safeguard duty on imports of the investigated goods (Decrees 2211 and 2212, 08.10.2013).
The rate of the provisional duty imposed on bars (classified under HS code 7214.2000) is 25.60%. Imports originating in Ecuador, Venezuela, Cuba and the United States of America are not subject to this measure.
The rate of the provisional duty imposed on wire rods (classified under HS code 7213.1000) is 21.96%. Imports originating in Venezuela are not subject to this measure.
Those safeguard measures entered into force on the day of the publication of the decrees in the Official Journal of the Republic of Colombia, i.e. on Octobre 9th, 2013.
 
On March 31st, 2014, the Colombian authorities decided not to impose a definitive safeguard duty. Hence, the investigation was terminated.
