On 23 July 2013, the President of the Russian Federation, Mr Vladimir Putin, signed federal law 236-FZ «On amendments to article 7 of the Federal law «On agricultural development». It was adopted by the State Duma on 2 July 2013 and approved by the Federation Council on 10 July 2013.
In accordance with this federal law, one of the main defined directions of the state agricultural aid is the support of agricultural producers operating in unfavourable territories. The federal law stipulates that unfavourable territories are where due to natural and climatic conditions, soil conditions, and socio-economic factors, the level of income of agricultural producers is lower than the national average, but where agricultural production is necessary to support income and employment of the rural population.
The present legal amendments have direct implications for international trade: they pave the way for further development of the regional state aid agricultural programmes in the Russianterritories with the described properties (see related GTA measure 3825 below for an existing state aid regional programme). These subsidies provide an advantage to Russian agricultural producers that face competition from imports.
The federal law enters into force 80 days after its official publication.
