In July 2013, the government of Viet Nam initiated a new anti-dumping investigation and in September 2014 a definitive duty was imposed. In October 2018, a sunset review was initiated and the definitive duty was extended in October 2019.

Anti-dumping

On July 2, 2013, the Ministry of Industry and Trade of Vietnam initiated an anti-dumping investigation on imports of certain cold-rolled stainless steel products from China, Chinese Taipei, Indonesia and Malaysia. The products subject to investigation are classified under the following HS codes: 7219.3200, 7219.3300, 7219.3400, 7219.3500, 7219.9000, 7220.2010, 7220.2090, 7220.9010 and 7220.9090. The complaint was lodged by Posco VST Co. Ltd. and Inox Hoa Binh Joint Stock Company.

On December 25, 2013, the Vietnamese authorities imposed a provisional anti-dumping duty on imports of cold-rolled stainless steel products originating in China, Chinese Taipei, Indonesia and Malaysia. The rate of duty imposed on imports originating in China ranges from 6.45% to 6.99%. The rate of the duty imposed on imports originating in Chinese Taipei ranges from 13.23% to 30.73%. The rate of duty imposed on imports originating in Indonesia is 12.03%. The rate of duty imposed on imports originating in Malaysia is 14.38%. This provisional duty entered into force on January 23, 2014.

On September 5, 2014, the Vietnamese authorities imposed a definitive anti-dumping duty on imports of cold-rolled stainless steel products originating in China, Chinese Taipei, Indonesia and Malaysia.
The rate of duty imposed on imports originating in China ranges from 4.64% to 6.87%. The rate of the duty imposed on imports originating in Chinese Taipei ranges from 13.79% to 37.29%. The rate of duty imposed on imports originating in Indonesia is 3.07%. The rate of duty imposed on imports originating in Malaysia is 10.71%.
This definitive duty entered into force on October 4, 2014.

On 21 October 2015, the Vietnamese authorities initiated an interim review on the above products from China, Chinese Taipei, Indonesia and Malaysia.
 
On 29 April 2016, the Vietnamese authorities concluded the above review and revised the above definitive duty. The rate of the duty imposed on imports originating in China is increased to 25.35% and for the company Shanxi Taigang Stainless Steel Co., Ltd. the duty is increased to 17.47%. The rate of the duty imposed on imports originating in Chinese Taipei will remain unaltered, i.e. 13.79% or 37.29% depending on the company. The rate of duty imposed on imports originating in Indonesia is increased to 13.03%. The rate of duty imposed on imports originating in Malaysia is decreased to 9.55%. The new definitive duty rate will enter into force on 14 May 2016 until it expires on 6 October 2019, unless other revisions apply.

On 2 October 2018, the Vietnamese authorities initiated a sunset review of the antidumping duty imposed on imports of certain cold-rolled stainless steel products from China, Chinese Taipei, Indonesia and Malaysia.

On 21 October 2019, the Vietnamese authorities issued Decision No. 3162/QD-BCT extending the definitive duty imposed on imports of the subject good from China, Chinese Taipei, Indonesia and Malaysia following the conclusion of the sunset review. The rate of duty on imports from China is 17.94% or 31.85% depending on the company. The rate of duty on imports from Malaysia is 11.09% or 22.69% depending on the company. The rate of duty on imports from Indonesia is 10.91% or 25.06% depending on the company. The rate of duty on imports from Chinese Taipai is 37.29%. The duty enters into force on 26 October 2019 for a period of five years.
