On 11 June 2021, the Russian government launched a program of subsidies to support Russian industrial exports. The program targets post-sales servicing of goods contracts. A subsidy is capped at a maximum 350 million rubles (USD 5 million) per project and 1 billion (USD 14 million) per enterprise. The subsidy contributes to the costs of setting up service centers abroad, equipment purchase and staff training.
An application-based selection is overseen by the Ministry of Industry and Trade and the Russian Export Center. The government's brief on the program has a pronounced focus on export support.
The overall budget for the program is not established at the time of the launch, but per-project and per-enterprise amounts noted above suggest it will well above the GTA reporting threshold for state aid of USD 10 million.
Exports eligible for subsidization are listed in the industry ministry's Registry of Goods for Government Support of Organizations Implementing Corporate Competitiveness Programs.
The program is hosted under the National Project on International Cooperation and Exports
