Labour market access

On June 19, 2013, the Russian Government (Directive 1000-) approved the drafted by the Ministry of Labour and Social Protection implementation plan concerning the state programme on employment support for the period 2013-2015.
 
It sets the following goals which will affect international migration: attraction and employment of foreign workers in Russia; improvement of the legislative and regulatory employment support framework; development of professional standards; improvement of the labour conditions; modernisation of the remuneration schemes; monitoring of the compliance of the labour legislation.
 
This new state policy complements the approved on June 13, 2012, State Migration Policy Concept for the period 2012-2025 (see related GTA measure Nr. 3907 below), which sets the following international migration targets: 
- creation of mechanisms for immigration of qualified specialists and other foreign workers needed on the Russian labour market (see related GTA measures Nr. 3906 and 4063 below);
- creation of mechanisms for immigration of foreign entrepreneurs and investors (see related GTA measure Nr. 4210 below);
