On 28 May 2021, the Department of Defense (DOD) of the United States in coordination with the Department of Health and Human Services (HHS) announced awarding a USD 123.1 million contract to Blue Star NBR, LLC to increase the domestic production capacity of nitrile butadiene rubber (NBR). This contract will enable Blue Star to increase the production of NBR by 90,000 metric tons per year by August 2022. NBR is a key raw material in producing nitrile exam gloves. This effort aims to support domestic nitrile exam glove manufacturing.

Notably, earlier in May 2021, DOD awarded contracts to nitrile glove producers to increase the domestic production of nitrile gloves (see related state acts).

This award is funded by HHS’ Assistant Secretary for Preparedness and Response (ASPR) through the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act to support industrial base expansion for critical medical resources.
