Export licensing requirement

On 1 June 2021, the government of Turkey imposed a licensing requirement on the export of pasta, cereal groats and meal of wheat, and bulgur wheat through a communique (2021/4) published in the official gazette. Subject products are classified under the tariff subheadings 1902, 1103.11, and 1904.30 respectively.

The decision is taken through an amendment of the Communiqué (No. 2006/7) on goods whose exports are subject to licensing requirements.  According to the communique, those who want to export the products listed in the Communique are required to apply for an export license from the Ministry of Trade. The export licensing procedure is not an automatic procedure and granting an export license is at the discretion of the Ministry of Trade.
