The government of Brazil has reduced the import duty set on ten products for a certain quota and extended the application of an already existing quota approved for polycarbonates in pellets.

Import tariff quota

On 23 March 2021, the Executive Committee of the Brazilian Foreign Trade Chamber (GECEX) issued Resolution No. 177 approving tariff-rate quotas on ten products.

Concretely, the new regulation established new import tariff quotas on special coffee extracts preparations, three types of infant food formulas, welding flux, certain acrylic copolymers, poly (ethylene terephthalate), two-component elastic polyester filament, certain polypropylene staple fibres, as well as on bearings for wind turbine transmission systems. The affected products were classified under tariff lines NCM 2101.12.00, 2106.90.90, 3810.90.00, 3906.90.49, 3907.61.00, 5402.47.10, 5503.40.00 and 8482.30.00.

The new import tariff quotas were established as it follows:

  • For special coffee extracts preparations classified under NCM 2101.12.00, the import tariff was reduced from 16% to 2% for a quota of 200 tonnes;
  • For infant food formulas classified under the product codes Ex 007, 008 and 009, and classified under tariff line NCM 2106.90.90, the import tariff was reduced from 15.8% to 2% for a quota of 141.23 tonnes;
  • For infant food formulas classified under the product code 010 classified under tariff line NCM 2106.90.90, the import tariff was reduced from 15.8% to 2% for a quota of 1,163 tonnes;
  • For infant food formulas classified under the product code 011 classified under tariff line NCM 2106.90.90, the import tariff was reduced from 15.8% to 2% for a quota of 67.2 tonnes;
  • For welding flux classified under NCM 3810.90.00, the import tariff was reduced from 14% to 2% for a quota of 67.2 tonnes;
  • For certain acrylic copolymers classified under NCM 3906.90.49, the import tariff was reduced from 9.3% to 2% for a quota of 840 tonnes;
  • For poly (ethylene terephthalate) classified under NCM 5402.47.10, the import tariff was reduced from 14% to 2% for a quota of 10,000 tonnes;
  • For two-component elastic polyester filament classified under NCM 3907.61.00, the import tariff was reduced from 18% to 2% for a quota of 2,200 tonnes;
  • For certain polypropylene staple fibres classified under NCM 5503.40.00, the import tariff was reduced from 16% to 2% for a quota of 795 tonnes; and
  • For bearings for wind turbine transmission systems classified under NCM 8482.30.00, the import tariff was reduced from 16% to 2% for a quota of 1,000 tonnes.

Previously to this legislation, none of the affected products enjoyed a tariff-rate quota.

The new import tariff quotas apply for a period of 365 days starting on 1 April 2021. 

Notably, Resolution No. 177 also renewed an already existing import tariff quota approved for polycarbonates in pellets (please, see related state act).
