O 28 December 2016, the government of Israel introduced the "Innovation Visa Program" for foreign entrepreneurs that will allow them to stay for a period of up to 24 months with the purpose of developing a company in Israel. The process of the visa is the following:

  1. Innovation Visas for foreign entrepreneurs grant foreign entrepreneurs a period of 24 months to apply for support by the Tnufa Program which is the first stage startup program to develop their innovative ideas.
  2. Entrepreneurs who are holding an Innovation Visa may also be granted an Expert Visa by the time the project is already developed and mature enough to receive support through one of the incentive programs of the Innovation Authority.
  3. If the project turns into a company, foreign entrepreneurs can file a request to receive approval for an expert visa to work in the company for a period of up to 5 years in Israel. 

Prior to the new visa program, foreign entrepreneurs were treated like guest workers under the B1 visa which allowed them to stay only for three months.
