Export subsidy

 
On 11 September 2009, Colombia's Ministry of Agriculture adopted Resolution No. 254 introducing new financial support mechanisms entitled the sanitary incentive for flowers and foliage ISFF, the sanitary incentive for bananas ISB, the sanitary incentive for plantains ISP, and the sanitary incentive for prawns ISC, all of which targeted exclusively at Colombian exporters of flowers, foliage, bananas, plantains and prawns, leading to a de facto export subsidy. For example, the ISFF is endowed with USD 50 million per year. According to the U.S. Department of State, the ISFF subsidy amounts to USD 3 cents per dollar of exports.
