Anti-dumping

On May 31, 2013, the Ministry of Commerce of the People's Republic of China decided to initiate an anti-dumping investigation on imports of perchlorethylene (or tetrachloroethylene) from the European Union and the United States of America (MOFCOM Announcement No. 32 of 2013, 31.05.2013). The product subject to investigation is classified under the following HS code: 2903.2300. The complaint was lodged on April 28, 2013 by Shandong Xinlong Technology Co., Ltd. and Haohua Honghe Chemical Co., Ltd. on behalf of the domestic industry.
According to the UN Comtrade Database, in 2012 the following EU member state exported goods classified under HS code 2903.23 to China with a trade value over USD 1 million: Germany (USD 9.89 million).

On February 17, 2014, the Ministry of Commerce of the People's Republic of China decided to impose a provisional anti-dumping duty on imports of perchlorethylene originating in the European Union and the United States of America (MOFCOM Announcement No. 11 of 2014, 17.02.2014). The rate of duty imposed on imports originating in the European Union is 33%. The rate of duty imposed on imports originating in the United States of America is 76.2%. This provisional anti-dumping duty entered into force on February 18, 2014.

On May 30, 2014, the Ministry of Commerce of the People's Republic of China decided to impose a definitive anti-dumping duty on imports of perchlorethylene originating in the European Union and the United States of America (MOFCOM Announcement No. 32 of 2014, 30.05.2014). The rate of the duty imposed on imports originating in the European Union is 27.6%. The rate of duty imposed on imports originating in the United States of America is 71.8%. This duty entered into force on May 31, 2014, and is applicable for a period of five years.

On 31 May 2019, the Ministry of Commerce of the People's Republic of China initiated a sunset review of the antidumping duty imposed on imports of the subject good from the European Union and the United States. This follows the application lodged on 29 March 2019 by Ningbo Juhua Chemical Technology Co., Ltd. and Binhua Group Co., Ltd. The definitive duty will remain in force for the duration of the review. The announcement initiating the sunset review was issued on 30 May 2019.
