On 28 May 2013, the Cabinet of Ministers adopted a new procedure for the employment of foreigners and stateless persons.

Labour market access

In particular, employers have to pay a fee for the employment of foreigners (amounting to 4 times the minimum wage or UAH 4588). The funds will be used for the creation of new jobs and to cover unemployment benefits, among others. If no local workers are available, employers do not have to pay the fee. In addition, the employment of foreigners with the following characteristics is not subject to fees: foreigners who permanently reside in Ukraine; foreigners working for foreign media; foreign athletes, entertainers and artists; foreign employees of emergency services, employees of foreign missions; foreigners arrived in Ukraine to participate in the implementation of international technical assistance; or foreigners teaching at public higher educational institutions.

Labour market access

Apart from the mentioned fee, the new procedure also contains some liberalising measures. The number of documents to be submitted by an employer is reduced from 15 to 8. In addition, documents submitted to the State Employment service must be reviewed within 15 days (previously 30 days).
