Import quota

On 27 November 2020, the Government increased import quotas of ingredients used in manufacturing painkillers. 

The quota for oxycodone (tecodine) increased from 50 kg to 126 kg, for remifentanil - from 0.5 to 3.67 kg and for fentanyl - from 30 to 45 kg. 

The increase in imports of ingredients was allowed with a view to increasing the production of painkillers in Russia. The government reports two new anesthetic drugs already patented and in stages of production using oxycodone. For remifentanil, the Russian manufacturers plan to begin producing an import-substituting drug containing that substance in 2021. For fentanyl, the drug already exists locally and the plan is to increase its production in 2021.

The state establishes quotas for the import, production and storage of certain substances for security purposes.

Potent substances are part of pain relievers and are used in palliative care, in anesthesia, and also serve as the basis for the production of new drugs.

The new quotas amend the Government Decree of June 22, 2009, No. 508.
