In September 2011, the government of Turkey initiated a sunset review and extended the definitive antidumping duty in July 2012. In October 2016, a definitive duty on imports of the subject good from Viet Nam and Bulgaria was imposed following an anti-circumvention investigation. A sunset review was initiated in July 2017.

Anti-dumping

On September 3, 2011, the Turkish authorities initiated a sunset review of the anti-dumping duty imposed on imports of plywood, consisting solely of sheets of wood, each ply not exceeding 6 mm thickness, from China (Notification 2011/19). The products subject to investigation are classified under the following HS codes: 4412.10, 4412.31, 4412.32 and 4412.39. The original anti-dumping duty was imposed on October 20, 2006 (Notification 2006/28).
 
On July 10, 2012, the Turkish authorities decided upon the continuation for a period of five years of the anti-dumping measure imposed on imports of the above-mentioned products originating in China (Notification 2012/16). The amount of the duty is USD 240 per cubic metre.

On 5 July 2017, the Turkish authorities initiated a sunset review of the antidumping duty imposed on imports of the subject good from China. This follows the application lodged by a number of domestic companies. The definitive antidumping duty will remain in force for the duration of the investigation.

Anti-circumvention

On May 27th, 2015, the Turkish authorities initiated an anti-circumvention investigation on imports of plywood, consisting solely of sheets of wood (each ply not exceeding 6 mm thickness), from Bulgaria and Vietnam (Notification 2015/20, 27.05.2015). This investigation follows suspicion that the definitive anti-dumping duty imposed by Notification 2012/16 dated July 10th, 2012 on imports of the same products originating in China might be circumvented (see measure 4648). The products subject to investigation are classified under the following HS codes: 4412.10, 4412.31, 4412.32 and 4412.39. The complaint was lodged by the Plywood Manufacturers Association (Kontrplak Üreticileri Dernegi - KONÜDER).

On 28 October 2016, the Turkish authorities extended the anti-dumping measure imposed on imports of plywood, consisting solely of sheets of wood (each ply not exceeding 6 mm thickness) from China (see related measure) to imports of the same product from Bulgaria and Vietnam (Notification 2016/45). The rate of the duty on imports from Bulgaria and Viet Nam is USD 240 per cubic meter. This is with the exception of three companies who are exempt from anti-dumping duties.

On 5 July 2017, the Turkish authorities initiated a sunset review of the antidumping duty imposed on imports of the subject good from China. This follows the application lodged by a number of domestic companies. The definitive antidumping duty will remain in force for the duration of the investigation. Since the antidumping measure imposed on imports of the subject good from China was extended to imports of the same products from Viet Nam and Bulgaria, the sunset review and its conclusion will hold for this country as well.
