On 27 August 2011, the Turkish Ministry of Industry and Trade published the Customs Settlement Regulation No. 28038, which introduces a new settlement practice for customs disputes, effective as of 31 August 2011. The new regulation establishes reconciliation meetings between customs authorities and taxpayers in order to resolve disputes involving taxes accrued in the scope of the customs legislation and related penalties. Previously, taxpayers' only option amounted to a costly and time-consuming judicial process involving tax courts. The new procedure is expected to reduce settlement costs and ensure faster resolution of customs disputes for foreign importers and Turkish exporters.
