In April 2013, the government of Colombia initiated a new anti-dumping investigation and in March 2014 a definitive antidumping duty was imposed. In March 2017, a sunset review was initiated and the definitive duty was extended for a period of three years in December 2017.

Anti-dumping

On April 23, 2013, the Colombian Ministry of Commerce, Industry and Tourism decided to initiate an anti-dumping investigation on imports of galvanized flat-rolled iron or non-alloy steel products from China (Resolution 0072, 23.04.2013).
The products subject to investigation are classified under the following HS code: 7210.4900.
The complaint was lodged on February 5, 2013 by Acesco S.A.S. and Corpacero S.A. on behalf of the Colombian domestic industry. The investigation started on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on April 25, 2013.
On June 19, 2013, the Colombian Ministry of Commerce, Industry and Tourism decided to extend up to July 24, 2013 the investigation period before deciding whether to implement a provisional anti-dumping duty or not (Resolution 0141, 19.06.2013).
On July 23, 2013, the Colombian authorities decided to impose a provisional anti-dumping duty on imports of galvanized flat-rolled iron or non-alloy steel products from China (Resolution 0167, 23.07.2013).
The amount of the provisional duty is the difference between the FOB declared by the importer and the reference FOB set at 824.57 USD per ton. The duty is due only if the FOB declared by the importer is lower than this reference FOB. This provisional anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on July 25, 2013, and is applicable for a period of four months.
On November 21, 2013, the Colombian authorities decided to extend for two months the above-mentioned provisional anti-dumping duty imposed on imports of galvanized flat-rolled iron or non-alloy steel products from China (Resolution 0324, 21.11.2013).
On March 5, 2014, the Colombian authorities decided to impose a definitive anti-dumping duty on imports of galvanized flat-rolled iron or non-alloy steel products from China (Resolution 040, 05.03.2014).
The amount of the definitive duty is equal to the amount of the provisional duty above-mentioned, i.e. the difference between the FOB declared by the importer and the reference FOB set at 824.57 USD per ton. The duty is due only if the FOB declared by the importer is lower than this reference FOB. This definitive anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on March 6, 2014, and is applicable for a period of three years.

On 6 March 2017, the Colombian authorities initiated a sunset review of the antidumping duty imposed on imports of the subject good from China. The definitive anti-dumping duty remains in force during the period of review.

On 20 December 2017, the Colombian authorities extended the definitive antidumping duty imposed on imports of galvanized flat-rolled iron or non-alloy steel products from China following the conclusion of a sunset review. The rate of duty is 47.62% of the declared FOB value. The duty is in force for a period of three years.
