Anti-dumping

On January 1, 2008, the Indian authorities initiated an anti-dumping investigation on imports of cable ties from China and Chinese Taipei.
The products subject to investigation are classified under the following HS code: 3926.9000.
On September 23, 2008, the Indian authorities issued their preliminary findings and recommended the imposition of a provisional anti-dumping duty. This provisional duty was imposed on October 31, 2008 (Notification No. 118/2008-Customs, 31.10.2008). For details about the amount of the duty, see table of Notification No. 118/2008-Customs. This provisional duty is effective upto and inclusive of April 29, 2009.
On March 31, 2009, the Indian authorities issued their final findings and recommended the imposition of a definitive anti-dumping duty. This definitive duty was imposed on April 30, 2009 (Notification No. 44/2009-Customs, 30.04.2009). For details about the amount of the duty, see table of Notification No. 44/2009-Customs. This definitive duty is effective from the date of imposition of the provisional anti-dumping duty, i.e. from October 31, 2008.
On October 4, 2011, the Indian authorities initiated a mid-term review of the above-mentioned anti-dumping duty after M/s Surelock Plastics Pvt. Ltd filed an application for such a review.
On October 3, 2012, the Indian authorities issued their final findings of the mid-term review and recommended the continuation of the above-mentioned anti-dumping duty in a fixed form. On December 14, 2012, the Indian authorities issued the notification modifying the definitive anti-dumping duty imposed on April 30, 2009 (Notification No. 56/2012-Customs (ADD), 14.12.2012). The amount of the modified duty imposed on imports originating in China is USD 2.81 per kilogram, at the exception of M/s. Changhong Plastics Group Co., Ltd. whose exports are subject to a duty of USD 2.21 per kilogram. The amount of the modified duty imposed on imports originating in Chinese Taipei is USD 2.35 per kilogram. This modified definitive duty is effective upto and inclusive of October 30, 2013.
On October 17, 2013, the Indian authorities initiated a sunset review of the above-mentioned anti-dumping duty imposed on imports of cable ties from China and Chinese Taipei.
On November 12, 2013, the Indian authorities issued the notification of provisional extension for one year of the anti-dumping duty imposed by Notification No. 56/2012-Customs (ADD) dated December 14, 2012 (Notification No. 28/2013-Customs (ADD), 12.11.2013). This duty remains into force upto and inclusive of October 30, 2014.
