On July 26, 2012, the Indian authorities initiated an anti-dumping investigation on imports of 4.4 diamini stilbene 2.2 disulphonic acid (DASDA) from China. The products subject to investigation are classified under the following HS code subheadings: 2921.5990 and 2921.4290.
On 23 January 2014, the Indian authorities imposed a definitive anti-dumping duty on imports of 4.4 diamini stilbene 2.2 disulphonic acid (DASDA) from China (Notification No. 09/2014-Customs). The products subject to duties are classified under the following HS code subheadings: 2921.42.90, 2921.59.90, 2922.21.90, 2922.29.90 and 2930.90.99. The amount of the definitive duty is USD 460 per metric ton, at the exception of the company Hebei Hua-Chem Dye Chemical Co., Ltd. whose exports are subject to a duty of USD 270 per metric ton. The measure is in force for a period of five years.
On October 1st, 2015, the Indian Directorate General of Anti-dumping & Allied Duties, Ministry of Commerce and Industry, initiated a mid-term review of the above-mentioned anti-dumping measure. This review follows an application lodged by the Dyestuffs Manufactures Association of India, Mumbai, a representative body of importers/users of the subject goods. It claimed that the circumstances that were prevalent during the period of investigation of the original investigation have changed significantly, leading to a situation where the existing anti-dumping duties are no longer warranted.
On 9 November 2016, the Indian Ministry of Finance, Department of Revenue issued Notification No.52/2016-Customs (ADD) amending the definitive anti-dumping duty imposed on imports of the subject good originating in or exported from China. The amendment follows the conclusion of the above mid-term review. The rate of duty is USD 477 per metric ton, at the exception of the company Tsaker Chemical (Dongguang) Co. Ltd. whose exports are subject to a duty of USD 99 per metric ton.
