On 3 June 2020, the Russian government approved almost 11 billion rubles in operating subsidies to the Russian airports, to assist them mitigate the negative economic impact of the Coronavirus disease outbreak.

Financial grant

On 3 June 2020, the Russian government approved a USD 168 million-budget line of operating subsidies to the Russian airports. The subsidy, in the form of a direct financial grant, has to be spent on wages and expenses related to the operation, maintenance and renovation of the airport facilities. Sixty percent of the grant has to be spent on wage expenses. 

The subsidy is calculated by multiplying the average statistical cost of airport services per passengers (195 rubles, USD 3) by the difference in the number of passengers served in 2019 and 2020 for each month. 

Airport operators receiving subsidies undertake an obligation to maintain at least of 90% of employment and ensure constant operation of the facilities. The subsidies are available for the months of April-June (second quarter) of 2020.
