On March 26, 2012, the New Zealand Ministry of Economic Development decided, after having conducted a sunset review, the continuation of the anti-dumping duty on imports of standard plasterboard of a nominal thickness from, but not including, 6mm and up to, but not including, 12mm, of any width or length, from Thailand.
The products subject to the duty are classified under the following HS code: 6809.1100.
This duty follows a sunset review requested on July 29, 2011 by Winstone Wallboards Limited. A review was then initiated by the New Zealand Ministry of Economic Development on September 5, 2011.
The original anti-dumping duty entered into force in 1989 and was last reassessed (and new rates imposed) on September 11, 2006.
A reassessment of the amount of the anti-dumping duty was initiated on March 26, 2012 (on the day the sunset review was completed). On July 18, 2012, the New Zealand authorities reassessed the rate of the anti-dumping duty imposed on imports of plasterboards from Thailand. The amount of the duty is defined by the New Zealand Customs Instructions 'Plasterboard from the Kingdom of Thailand' E/009/CS019/001 dated July 2012.
On May 19, 2014, with the Dumping and Countervailing Duties Amendment Act 2014, the New Zealand authorities decided to temporarily suspend the anti-dumping duties that are imposed onresidential building material for a period of three years, starting on June 1, 2014 (until May 31, 2017). During this period, no new anti-dumping duty may be imposed on any residential building material and the following existing anti-dumping duties are suspended: standard plasterboard from Thailand, reinforcing steel bar and coil from Thailand, wire nails from the People's Republic of China.
Hence, the above-mentioned duty imposed on March 26, 2012 is suspended.

On 17 July 2017, the New Zealand authorities terminated the definitive duty imposed on imports of the subject good from Thailand.
