ANNOUNCEMENT 11 May 2020

The government of Argentina increased the list of products with granted duty-free import duties due to the Coronavirus pandemic. The affected products are also exempt from the statistical fee paid on imports.

Import tariff

On 11 May 2020, the Argentine Executive adopted Decree 455/2020 adding 23 new products to the list of goods subject to a duty-free import tariff. The original list of products was published in April in the Decree 333/2020 (see related state acts).

According to the WTO tariff download facility, the import tariffs were reduced from values ranging between 5.07% and 35% to 0%.

The new duties were adopted within the context of the Sanitary Emergency derived from the COVID-19 outbreak and only apply to non-MERCOSUR member states.

Decree 455/2020 entered into force on 12 May 2020 and apply during the period when the Sanitary Emergency is in force initially planned until 11 March 2021.

 
Update
On 14 September 2020, the Argentine Executive adopted Decree 745/2020 adding 12 new products to the list of goods subject to a duty-free import tariff (please, see related state acts).
 
On 11 March 2021, the Executive of Argentina adopted Decree 167/2021 extending until 31 December 2021 the Sanitary Emergency. As a consequence, the legislation adopted in relation to the COVID-19 pandemic with a termination date linked to the end of the Sanitary Emergency has been effectively extended.

Import tariff

Decree 455/2020 adopted by the Argentine Executive on 11 May 2020 also removed one product from the list of goods subject to a duty-free import tariff. The original list of products was published in April in the Decree 333/2020 (see related state acts).

The affected product was pulse oximeter classified under NCM 9027.10.00.

With this new change, the import tariff was increased from 0% to 14%.

The new duties were adopted within the context of the Sanitary Emergency derived from the COVID-19 outbreak and only apply to non-MERCOSUR member states.

Internal taxation of imports

On 11 May 2020, the Argentine Executive adopted Decree 455/2020 adding 23 new products to the list of goods subject to no statistical fee for imports as well as to no VAT. The original list of products was published in April in the Decree 333/2020 (see related state acts).

The previously applicable tax was 3% in the case of the statistical fee and applies to all imports, including those declared on a temporary basis or under special promotional regimes.

As to the VAT, this tax usually ranges between 10% or 20% and the announced exemption only applies until 15 June 2020 (please, see related state acts).
