Export ban

On 23 April 2020, the Brazilian executive adopted Law Nº 13993 establishing an export ban on medical, hospital and hygiene products essential to fighting the Coronavirus pandemic.

The list of products affected by the export prohibition includes:

  • rubber and nitrile gloves
  • waterproof medical aprons
  • protective goggles
  • surgical face masks
  • medical hats
  • face shields
  • lung ventilators and circuits
  • multiparameter monitors
  • hospital beds.

Since March 2020, some of the products included in the list were subject to export licensing requirements (please, see related state acts).

Law Nº 13993 has a temporary character and applies while the Brazilian Public Health Emergency is in force and it states that the list of products might be extended if the government considers it appropriate.

Update
On 29 June 2020, the Brazilian government adopted Decree Nº 10.407 removing the export ban on the products announced via Law Nº 13993. The new regulation entered into force on 30 June 2020.
