On 21 April 2020, the government of Turkey temporarily increased the additional duties on a wide range of products through a presidential decree. The decree refers to 19 previously issued decrees and increased the rates of the additional duties in those decrees.
Concerning the decision, the Minister of Trade, Ruhsar Pekcan said: “As the Ministry of Trade, we take many measures to reduce the negative effects of the COVID-19 pandemic on trade. In this context, we had to take import-related measures to protect our domestic producers from low-priced import pressure that emerged as a result of the excess supply caused by the pandemic.”
Additional duties are imposed collectively with the MFN import duty set by the Decree on Import Regime. Notably, Turkey’s FTA partners and EU countries are exempt from additional duties.
The decree enters into force on the announcement date and valid until 30 September 2020.
On 24 September 2020, the Turkish government extended the implementation period of this measure from 30 September 2020 to 31 December 2020.
