Import licensing requirement

Regulation 3/2020 by the Indonesian Ministry of Trade updates regulation 110/2018 regarding the import provisions for steel and iron products. The 2020 regulation removes the import approval requirement for 5 products (7325.91.00, 7326.11.00, 7326.19.00, 7326.20.90, 7326.90.99).

Compared to previous regulations, the amendment slightly simplifies the import licensing process, e.g. producing importers (API-P import license holders) no longer require a mill certificate and a sale contract when applying for the import approval. The amendment also reduces the amount of documents to be provided when applying for a 30-day extension of the import approval. However, these are not considered meaningful changes to the import regime. Nonetheless, these reforms were communicated by the Ministry of Finance as part of the second stimulus package announced on 13 March 2020 to combat the economic impact of the COVID-19 pandemic (see related state acts).

The regulation came into force on the day of its announcement, i.e. 31 January 2020.

Import licensing requirement

Based on regulation 3/2020 adopted by the Indonesian Ministry of Trade, 27 steel and iron products have been added to the list requiring an import approval. These products are: 7209.18.91, 7209.26.10, 7209.27.90, 7209.28.10, 7209.28.90, 7210.41.12, 7210.41.91, 7210.41.99, 7210.69.12, 7210.69.91, 7211.13.12, 7211.14.14, 7211.19.14, 7211.23.10, 7211.23.90, 7211.29.10, 7211.29.30, 7212.30.14, 7217.30.34, 7323.93.10, 7323.93.90, 7323.94.00, 7323.99.10, 7323.99.90, 7324.10.10, 7324.10.90, 7324.90.91.

The regulation came into force on the day of its announcement, i.e. 31 January 2020.
