Export ban

On 17 March 2020, the Indonesian Ministry of Trade issued regulation 23/2020 banning the export of masks, raw materials for masks, antiseptics and medical protective garments. In the preamble, it is stated that following WHO's classification of the COVID-19 spread as a pandemic, the Indonesian government "needs to take steps to protect public health and prevent further spread of the Coronavirus throughout the territory of the Unitary Republic of Indonesia" (own translation).

The regulation came into force on 18 March 2020 and will last until 30 June 2020.

Update 1

On 26 March 2020, the Ministry announced amendment 31/2020 expanding the export ban to ethyl alcohol (see Related State Acts).

Update 2

On 1 April 2020, the Ministry issued amendment 34/2020 allowing for potential exemptions from the export ban. As this amendment does not fully remove the export ban, this intervention continues to be classified as implemented.

Update 3

The Minister of Trade Regulation No. 57/2020 effectively revokes Minister of Trade Regulation No. 23/2020 on the export ban of masks, raw materials for masks, and medical protective garments, and citing enough supply to meet domestic needs. The regulation was announced on 16 June 2020 and came into force on 19 June 2020.
