Export quota

On 31 August 2019, the Russian Government introduced temporary export quotas concerning ferrous waste and scrap (heading 7204, as specified by the Government). The quotas are in force between 1 September and 31 December 2019. The total quota amount is slightly over 1 million tonnes and is to be distributed between exporters based on volumes exported between 2016 and 2018. 

Exports into member states of the Eurasian Economic Union will not be counted towards the quota, although the Government instructed the Ministry of Economic Development to propose a similar measure to the Eurasian Economic Commission (executive body of the EEU).
