ANNOUNCEMENT 13 Feb 2009

In February 2009, the members of SACU updated an existing Anti-dumping duty for the first time since the start of GTA monitoring. In January 2014, a sunset review was initiated and the definitive duty was extended for a new period in August 2014. In July 2019, a sunset review was initiated.

Anti-dumping

On August 17, 2007, the South African authorities initiated a sunset review of the anti-dumping duty imposed on imports of wires, ropes and cables from China, Germany, South Korea and the United Kingdom. The products subject to investigation are classified under the following HS code: 7312.10.
 
On February 13, 2009, the South African authorities decided upon the continuation of the definitive anti-dumping duty imposed on imports of wires, ropes and cables from China, Germany, South Korea and the United Kingdom.
The rate of the duty imposed on imports originating in China is 133.65% for ropes and cables and 113.25% for stranded wires. The rate of the duty imposed on imports originating in Germany is 935% for ropes and cables and 243.54% for stranded wires. The rate of the duty imposed on imports originating in South Korea is 79.76% for ropes and cables and 50.33% for stranded wires. The rate of the duty imposed on imports originating in the United Kingdom is 76.17% for ropes and cables and 141.11% for stranded wires.
The original anti-dumping duty was imposed on August 28, 2002.
 
On January 31, 2014, the South African authorities initiated a second sunset review of the anti-dumping duty imposed on imports of wires, ropes and cables from China, Germany and the United Kingdom.
The products subject to investigation remains classified under HS code: 7312.10, and more precisely as follows: 7312.1020 for goods originating in China, 7312.1025 and 7312.1040 for goods originating in Germany and in the United Kingdom.
No sunset review was initiated concerning goods originating in South Korea. Hence, the anti-dumping duty imposed on imports originating in South Korea expired on April 11, 2014.
On August 8, 2014, the South African authorities decided upon the continuation of the definitive anti-dumping duty imposed on imports of wires, ropes and cables from China, Germany and the United Kingdom.

On 26 July 2019, the Internation Trade Administration Commission of South Africa initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from the United Kingdom, Germany and China. This follows the application lodged by Scaw South Africa Proprietary Limited.

On 4 October 2019, the South African authorities amended the definitive duty imposed on imports of wires, ropes and cables from China, Germany and the United Kingdom. The rate of duty imposed on imports from China is 113.25%. The rate of duty imposed on imports from Germany is 93%. The rate of duty imposed on imports from the United Kingdom is 76.17%.
