In a decision published in the December 26, 2019 edition of Customs Bulletin and Decisions, U.S. Customs and Border Protection proposed that turkey shomai, chicken wontons, shrimp har gow, shrimp pot stickers, shrimp shumai, hau kau, and “party pack” dumplings be reclassified to HTSUS 1902.20.00 (6.4% duty), which is equal to the duty rate that had been charged for some shipments under HTSUS 1602.31.0020 but higher than the rates charged for those imports that had entered under either HTSUS 1605.20.05 (5% duty) or 1605.21.10 (duty-free). The change will be effective with respect to goods entered or withdrawn from warehouse for consumption on or after February 24, 2020.
