Labour market access

On 12 March 2013, the Ministry of Commerce (MOFCOM) and the Ministry of Civil Affairs (MCA) jointly released a notice (Notice on Relevant Issues of Permitting Service Providers in Hong Kong and Macao Establishment of For-profit Aged/Disabled Cared Companies), which allows qualified aged/disabled care providers from Hong Kong and Macao with a good reputation and with at least three years of experience to establish joint ventures (JVs) or wholly foreign-owned enterprises (WFOEs) in mainland China. Service providers from other foreign countries are not eligible to benefit from this liberalisation.
